The consultant will analyse and triangulate the existing primary and secondary evidence and prepare the evaluation report in accordance with the agreed evaluation framework. No additional primary data collection is envisaged. The analysis will apply a cross-sectoral and systems-level lens, examining UNICEF-supported MHPSS programming across child protection, education, health, nutrition and other relevant sectors. Based on the available data, it will cover community-based interventions, workforce development, caregiver support, policy and financing, multisectoral coordination and referral mechanisms, and MHPSS data and evidence systems. The analysis will consider results at national, subnational and community levels, as well as relevant cross-cutting dimensions such as gender equality, disability inclusion, social policy and climate resilience.
